Car insurance for new drivers in Cyprus

Passing your test is a big moment. The next surprise is often the price of your first car insurance. This guide explains what new drivers pay in Cyprus, why it costs more, how learners are covered, and what to check before you buy.

What the law requires

Every car on the road in Cyprus must have at least third-party insurance. It pays for injury or damage you cause to other people and their property. It does not pay for damage to your own car. You also need valid insurance to renew your road tax, and our guide on what to do after a car accident explains how to report a claim.

Driving without insurance is a criminal offence. A first offence can mean a fine of up to €3,000, up to a year in prison, and losing the right to hold a licence for at least six months.

The main types of cover are:

  • Third party: the legal minimum.
  • Third party, fire and theft: adds cover if your car is stolen or catches fire.
  • Comprehensive: also covers damage to your own car.

What new drivers pay and why

Insurers set prices based on risk. They look at things like your age, how long you have held a full licence, your claims history, the car, and where you live. New drivers have no record yet, so prices start higher.

In a July 2026 study of 48 quotes by DigiCare Insurance, reported by index.cy, a 21-year-old driver was quoted about:

  • €699 a year for third party,
  • €797 for third party, fire and theft,
  • €1,693 for comprehensive.

For comparison, a 35-year-old experienced driver was quoted about €466 for comprehensive. Where you live also matters: in the same study, third-party cover cost more in Limassol and Nicosia than in Paphos and Larnaca.

These figures are examples, not a price list. Your own quote will be different.

Young and new driver excess

Most policies have an excess: the part of a claim you pay yourself. Many insurers add an extra excess for young or new drivers. Published examples include:

  • an extra €500 for drivers under 21,
  • an extra €350 for drivers aged 21 to 24,
  • an extra €250 for drivers who are 25 or older but have held a full licence for less than 12 months, or who hold a learner's licence.

Always check the excess before you compare prices. A cheap policy with a high excess can cost you more after an accident.

Learner drivers and insurance

When you practise in a family car on a learner's licence:

  • The car must be insured, and the policy must cover you as a driver. Many policies exclude learners, drivers under 25 or drivers with less than two years of experience unless they are named on the policy. Ask the insurer to add you before your first drive.
  • The legal learner rules still apply: a qualifying supervisor beside you, no other passengers, learner signs on the front and back, and a handbrake the supervisor can reach.
  • If a learner drives outside the policy terms, the insurer still pays injured third parties, but it can then claim that money back from the policyholder or the driver.

In a driving school car, the school arranges the insurance. If you plan to take the practical test in your own car, ask your insurer to confirm in writing that you are covered for the test.

Car insurance for driving in the north of Cyprus

If you plan to drive across to the north, your normal Cyprus policy is not enough to get through the crossing point. You need separate car insurance for the north, and you will not be allowed through without the correct insurance documents.

  • Where to buy it: at some crossing points, including Agios Dometios in Nicosia. These are short-term policies that cover the north only.
  • Which crossings take cars: Agios Dometios, Astromeritis–Zodia, Kato Pyrgos–Karavostasi, Lefka–Apliki, Pergamos, Strovilia and Deryneia. Ledra Palace and Ledra Street in Nicosia are for pedestrians only.
  • Your own policy: some Cyprus policies still cover damage to your own car in the north, and some limit extras such as roadside assistance to the Republic. Ask your insurer what applies before you go.
  • Rental cars: cars hired in the Republic often have no insurance cover in the north. Check with the rental company before you plan the trip.

How to get quotes

  1. Decide on the car first. Engine size, value and age change the price a lot. Our guide to buying your first car covers the transfer and the paperwork.
  2. Ask at least three insurers or brokers. Brokers can compare several insurers for you.
  3. Give the same details to each one, so you compare like with like.
  4. Ask about being a named driver on a parent's or partner's policy. This can cost less than your own policy in your first years.
  5. Ask about no-claims discount. Each year without a claim usually lowers your price. Keep proof of your claims-free years, because you will need it if you change insurer.

What to check before you buy

  • Who can drive. Named drivers only, or anyone? Are there age or experience limits?
  • The excess, including any extra excess for young, new or learner drivers.
  • What is excluded. For example, driving outside the policy terms or by an unnamed driver.
  • Roadside assistance and a replacement car. Are they included or extra?
  • Windscreen cover.
  • No-claims discount protection. Is it included or extra?
  • Payment terms. Can you pay monthly, and does that cost more?
  • The insurer is licensed by the Insurance Companies Control Service (ICCS).

Read the policy document, not only the price. Ask the broker or insurer to explain anything that is not clear before you sign.
