The Road Transport Department (RTD, in Greek Τμήμα Οδικών Μεταφορών or ΤΟΜ) issues every driving licence in Cyprus. This guide covers the whole licence lifecycle: getting your first licence, renewing it, replacing a lost one, the fees, and how to reach each RTD district office.
Last checked: 17 October 2026, against RTD and gov.cy pages. Rules and phone numbers change, so call the RTD on 22807000 before you travel to an office.

How to get a driving licence in Cyprus
- Pass the theory exam. It is oral: an examiner shows you road signs and you say what they mean. Read how the theory exam works and practise with the road signs test.
- Get your learner's licence. You can apply from age 17½ with form TOM 7Δ, two 45 x 35 mm photos, your ID, the exam certificate and proof that you live in Cyprus. From 1 July 2026 it is valid for two years.
- Take driving lessons. Since 14 September 2026 you need at least 10 lessons (category B) at a licensed driving school before the practical test. See mandatory driving lessons and find a driving school.
- Pass the practical test. You can take it from age 18, at least 21 days after getting your learner's licence. You book it online through the RTD online services. Our practical test guide explains the day.
- Get your licence. Apply at an RTD district office with form TOM 7Δ, one photo, your ID, the certificate of successful examination and proof of residence. The certificate is valid for 12 months, so apply within that time.
The paperwork checklist lists every document in detail.
How long a Cyprus licence is valid
| Licence | Valid for |
|---|---|
| Car and motorcycle (B, A, A1, A2, AM, BE) | 15 years |
| Lorry and bus (C, D and their sub-categories) | 5 years |
| Any category, holder aged 70 or over | 3 years |
If you are over 55 when a car licence is issued, it runs only until your 70th birthday. Old paper licences issued before 19 January 2013 stay valid until 19 January 2033, and you do not have to swap them early.
Driving licence renewal (ανανέωση άδειας οδήγησης)
You renew in person, or through someone you authorise, at:
- an RTD district office,
- a Citizen Service Centre (ΚΕΠ),
- a KE.PO. citizen centre at Cyprus Post. You need an appointment there: book at kepo.cypruspost.post or call 80002000.
There is no online renewal.
Bring:
- form TOM 7Δ,
- one recent colour photo, 45 x 35 mm, on plain white background,
- your identity card (non-Cypriots: passport and residence document),
- your current driving licence,
- proof that you live in Cyprus,
- the fee: €40 up to age 65, free over 65.
If someone else applies for you, they need your written authorisation and a photo certified by your community leader.
Renewal over 70
From age 70, a licence is renewed for three years at a time. Each renewal needs a health certificate on form TOM 153E, completed by a registered doctor. The certificate must be used within three months of the date it was signed. If the doctor recommends an earlier check, the RTD can issue the licence for a shorter period.
You also need a health certificate if you are over 65 and renew a lorry or bus licence, or if you have a physical disability.
Replacing a lost, stolen or damaged licence
Apply at an RTD district office, a ΚΕΠ or a KE.PO. with:
- form TOM 46B (declaration) and form TOM 7Δ,
- one 45 x 35 mm photo,
- your ID and proof of residence,
- a police certificate if the licence was lost, stolen or destroyed,
- the damaged licence, if you still have it,
- the €40 fee.
To change your address in the RTD system, use the RTD online services. You need to register on the portal first.
