The Cyprus Highway Code and driving test book (free signs PDF)

The Cyprus Highway Code (Κώδικας Οδικής Κυκλοφορίας, often shortened to ΚΟΚ) is the official book of road rules and road signs, published by the Road Transport Department. This guide explains where to download it, what is inside, which parts you need for the oral theory exam, and how to study the signs with our free printable PDF.

Last checked: 19 October 2026, against the Highway Code page of the Road Transport Department, the Ministry of Transport document page on gov.cy, the Driving Licence Law and the Motor Vehicles and Road Traffic Regulations on CyLaw.

What is the Cyprus Highway Code?

The Highway Code is a guide to the rules of the road in Cyprus. It explains the laws in plain language, with pictures. Its foreword calls it the authoritative source for learner drivers and the basis for passing both the theory and the practical test.

  • Who publishes it: the Road Transport Department (RTD) of the Ministry of Transport, together with the Public Works Department.
  • Edition: the current edition is the first edition from 2013. The Ministry uploaded it again on gov.cy in May 2024, but the content is the same 2013 book.
  • Length: about 176 pages, in full colour.
  • Language: Greek only. The RTD's English Highway Code page says "under construction", and there is no official English or Russian edition.
  • Price: free to download as a PDF.

The UK Highway Code is a different book. Many English "Highway Code" PDFs online are the UK one, which covers England, Scotland and Wales. Cyprus also drives on the left, but its rules, fines and signs come from Cypriot law.

What is in the Cyprus Highway Code?

The book has eight chapters:

ChapterWhat it covers
A. Using the roadPedestrians, cyclists, motorcyclists and animals; junctions, roundabouts, overtaking, reversing, bad weather, towns, open roads and motorways; stopping and parking; the driver's health and behaviour
B. IncidentsBreakdowns, what to do at an accident, first aid, roadworks
C. The vehicleCondition, maintenance and checks, the MOT, active and passive safety features, high-risk vehicles
D. Road users who need extra careWho needs extra care on the road and how to drive around them
E. The lawThe laws and regulations behind the rules
F. Penalties and penalty pointsFines and points for offences
G. SignsRoad signs and road markings, indicator and arm signals, police hand signals, traffic lights, special signs
H. Useful informationLicences, vehicle documents, the learner driver

Is the Highway Code the law? The book itself is a guide, and for the exact wording of a rule it sends you to the laws. The signs are different: the traffic regulations define the road signs as the signs shown in the Highway Code. So the pictures in chapter G are the legal signs.

Which parts matter for the theory exam?

The theory exam in Cyprus is oral. The examiner shows you road signs and you say what each one means, in Greek or English. There is no computer test and no official question book.

That makes chapter G (Signs) the most important part for the exam. It covers:

  • road signs and road markings,
  • indicator and arm signals,
  • police hand signals,
  • traffic lights and special signs.

Chapter A is what you need next, for the practical test and for driving: roundabouts, junctions, overtaking and motorways. Our guide to driving in Cyprus sums up those rules in English. Chapter F is covered in our guide to traffic fines and penalty points, and the learner rules from chapter H in our guide to the learner licence.

How to study the signs for the oral exam

  1. Learn one category at a time. Start with priority and warning signs, then move on to prohibitory and mandatory signs.
  2. Cover the names and say each meaning out loud. The exam is spoken, so practise answering the way the examiner will hear you.
  3. Learn the shapes and colours. A red triangle warns, a red circle forbids, a blue circle orders. This helps with any sign you are unsure about.
  4. Test yourself. The free road signs test shows you a sign and asks what it means, so you know which ones still need work.

You can also check your knowledge of the rules from chapter A with the free rules test. Our guide to how the theory exam works explains what happens on the day.
